Working together, Penn National, the city, the county, Franklin Township, state legislators and neighborhood representatives just might fashion a best-practices approach for how a casino development and a community can optimize economic-development potential and minimize negative consequences.
With more than six times the acreage offered by the Arena District site, the Delphi site could enable Penn National to build much more than a casino. Community and labor representatives have expressed hope that the development might include a hotel, restaurants and other job-producing amenities."
